Definition of unemployment benefits
- “Unemployment benefits” is a system carried out to promote employment and support the livelihood and job-seeking activities ofunemployed workers, etc. as one of the employment insurance programs.(Articles 1 and 4 of the Employment Insurance Act)
※ The term "unemployment" means the state ofbeing unemployed despite being able and willing to work. (Article 2(3) of theEmployment Insurance Act)
※ Employment insuranceprograms are carried out for employment security and vocational skillsdevelopment programs, unemployment benefits, child care leave benefits,maternity leave benefits, etc. (Article 4(1) of the Employment Insurance Act)
Those eligible for unemployment benefits
Employment insurance insured workers
- Workers and self-employed insured persons (“insured workers”) are eligible for employment insurance. (Article 2(1) of the Employment Insurance Act)
· A worker who is insured or deemed to be insured under Articles 5(1) and (2), 6(1), 8(1) and (2) of the Act on the Collection of Insurance Premiums, etc. for Employment Insurance and Industrial Accident Compensation Insurance
· A self-employed worker who is insured or deemed to be insured under the Act on the Collection of Insurance Premiums, etc. for Employment Insurance and Industrial Accident Compensation Insurance, Article 49-2 (1) and (2)
Those recognized as being eligible for benefits
- The term “eligible recipient” means an applicant for job-seeking benefits recognized by the head of a relevant employment center of the fact that they meet all applicable requirements for receiving job-seeking benefits. (see Article 43 (1), (2), and (4) of the Employment Insurance Act)
