Driver's License
Recipients of Regular Aptitude Test
Purpose of the Regular Aptitude Test
- Physical or mental deficiency in a driver can result in a traffic accident. A holder of a Class 1 Driver's License must receive an aptitude test for safe driving after obtaining a driver's license. Only those who pass the regular aptitude test can legally continue to drive.

Subjects

- Drivers with a first-class driver’s license

- Drivers over 70-years-old during the driver’s license renewal period and possesses a second-class driver’s license.

Place of Application

Driver’s license test courses nationwide or the transportation civil service department of the police station (if applying at the police station, to be received after undergoing a physical examination at the designated hospital )

Period of Regular Aptitude Test

- Initial Period: Ten years from the date of passing the driver’s license test. (However, it shall be three years for people aged over 65 and below 75 and people blind in one eye with a first-class common driver’s license). The tenth year shall be from January 1st to December 31st (Article 87(1), subparagraph 1 of the Road Traffic Act).

- Latter Period: Ten years from the previous driver’s license renewal date. (However, it shall be five years for people aged over 65 and below 75, three years for people aged 75 and older, and people blind in one eye with a first-class common driver’s license). The tenth year shall be from January 1st to December 31st (Article 87(1), Subparagraph 1 of the Road Traffic Act).

Documents to Submit (Article 54 of the Enforcement Decree of the Road Traffic Act and Article 82(1) of the Enforcement Rules of the Road Traffic Act)

 

- Regular Aptitude Test Application (Enclosure Form No. 64 of the Enforcement Rules of the Road Traffic Act)

- Two photos

- Medical history report (Enclosure Form No. 65 of the Enforcement Rules of the Road Traffic Act: only applicable to drivers with a first-class license for full-sized, special, or small-sized vehicles)

- Report on illness and physical conditions (only applicable to drivers with first and second driver’s license)

- Any x-document falling under the below categories issued within two years from the application date (however, people blind in one eye with a first-class common driver’s license are only required to submit the medical certificate issued by a doctor under Article 17 of the Medical Service Act). The paper shall include aptitude testing matters of the driver’s license under Article 45(1) of the Enforcement Decree of the Road Traffic Act (however, it may not include matters ascertainable through the Regulations on Sharing Administrative Information according to Article 36 of the Electronic Government Act).

√ The physical examination form attached to Enclosure Form No. 64 of the “Enforcement Rules of the Road Traffic Act” (Enclosure Form No. 65 of the “Enforcement Rules of the Road Traffic Act” for people with first- and second-class driver’s licenses) issued bu a medical clinic under Article 3(2), subparagraph 1, Item (a) and F of the Medical Service Act or by a hospital or a general hospital according to Article 3(2), subparagraph 3, Items (a) and (e) of the same Act.

√ Health examination notice under Article 52 of the National Health Insurance Act

√ Medical certificate issued by a doctor under Article 17 of the Medical Service Act

√ Military service examination report (including reports of regular force members) according to Article 11 of the Military Service Act

※ (1) The applicant’s health examination results implemented two years within the aptitude test application under Article 52 of the National Health Insurance Act or Article 14 of the Medical Benefit Act through Regulations on Sharing Administrative Information under Article 36 of the Electronic Government Act. (2) If the foreign/overseas Korean applicant disagrees with submitting his/her residential information in Korea or the Korean residence report certificate indicated on the foreign registration certificate, he/she shall submit the corresponding data. (Article 82(2) of the Enforcement Rules of the Road Traffic Act).

Penalized when breached

(Article 160, paragraph 2, subparagraph 7 of the “Road Traffic Act”)

- Fines not exceeding KRW 200 thousand shall be imposed on people who did not receive the regular aptitude test.
