Issue of a Driver's License

If you pass the driver's license exam, you will be issued a driver's license by the commissioner of a district police agency. (Article 85 (2) of the Road Traffic Act)

If you pass the driver's license exam, you must receive a driver's license from the commissioner of a district police agency or Korea Road Traffic Authority under whom you took your driver' license exam within 30 days after the date on which you passed. You must not drive before being issued a driver's license (Article 77(1) of 「Enforcement Rule of the Road Traffic Act」).
- Your driver's license only takes effect when it is issued to you or your agent. Driving before being issued a driver's license is considered driving without a license. (Article 85 (5) of the Road Traffic Act)
- If you are caught driving without a license, you can be subject to incarceration for up to one year and/or a fine of up to three million won. (Article 152, Item 1 of the Road Traffic Act)

Issuance of Mobile Driver’s License
- Individuals wishing to apply for a mobile driver’s license must submit a mobile driver’s license application form (attached Form 59 of 「Enforcement Rule of the Road Traffic Act」) to the head of the police station or Korea Road Traffic Authority and present an identification card (the applicant may choose to verify their identity through electronic means by comparing fingerprint information) (Article 78-2(1) of 「Enforcement Rule of the Road Traffic Act」).
- Individuals who wish to take a driver’s license test or are required to undergo a regular aptitude test may apply for the issuance of a mobile driver’s license when submitting the application for the driver’s license examination or the regular aptitude test application (Article 78-2(2) of 「Enforcement Rule of the Road Traffic Act」).
- No one shall unlawfully use the mobile driver’s license of another person, and anyone who unlawfully uses it shall be subject to imprisonment for up to two years or a fine of up to KRW 5 million (Article 92(3) and subparagraph 3-2 of Article 150 of 「Road Traffic Act」).
Validity of a Driver's License

Effective from the time of issue
- Your driver's license takes effect from the time it is issued to you or your agent. (Article 85 (3) of the Road Traffic Act)
