The Transportation Disadvantaged and Their Right to Mobility
The “transportation disadvantaged” refers to any individual who is routinely inconvenienced in transportation including the disabled, senior citizens, pregnant women, persons with infants and children, and children (Article 2, Subparagraph 1 of the Act for the Increase in Transportation Convenience of the Transportation Disadvantaged).
Those who are transportation disadvantaged person have the right to use all modes of transportation, common carriers, and roads used by the non-transportation disadvantaged in a nondiscriminatory, safe, and convenient manner in order to be guaranteed their dignity and worth as a person and their right to pursue happiness (Article 3 of the Act for the Increase in Transportation Convenience of the Transportation Disadvantaged).
