Subscription to health insurance
Foreign students who can subscribe to health insurance
- Foreign students who meet all of the following requirements become local policy holders of national health insurance upon their request to the National Health Insurance Corporation (Article 109 (2) & (3)of the National Health Insurance Act and Article 61-2 (1) & (2) of the Enforcement Rule of the National Health Insurance Act).
• The international student shall have resided in the Republic ofKorea for at least six months or fall under any following case for him/her to be expected to continuously reside for the relevant period in theRepublic of Korea.
√ Where having acquired qualification of permanent residence for the state of sojourn under subparagraph 2 of Article 10 of the Immigration Act
√ Where having acquired qualification of Non-Professional Employment (E-9) for the state of sojourn under subparagraph 21 of Attached Table 1-2 of the Enforcement Decree of the Immigration Act
√ Where havingreceived the status of sojourn of marriage immigrant under subparagraph 27 of AttachedTable 1-2 of the Enforcement Decree of the Immigration Act
√ Where having received the status of sojourn to study abroad or for general training determined by the Minister of Health and Welfare for the state of sojourn
• In any of the following cases
√ A person who has registered under Article 6 (1) 3 of the Resident Registration Act
√ A person who has reported on his/her place of residence in the Republic of Korea under Article 6 of the Act on the Immigration and Legal Status of Overseas Koreans
√A person who has completed alien registration pursuant to Article 31 of the Immigration Control Act and has been issued a visa under Attached Table 9 of the Enforcement Rule of the National Health Insurance Act
- However, any of the following foreign students shall not be eligible to subscribe to national health insurance (Article 109 (5) of the National Health Insurance Act and Article 76 of the Enforcement Decree of the National Health Insurance Act).
• Where the relevant person's stay in the Republic of Korea violates any statute, and shall fall under any of the following.
√ Where a person resides in the Republic of Korea without obtaining permission for extension of the period of sojourn under Article 25 of the Immigration Control Act and Article 10 (2) of the Act on the Immigration and Legal Status of Overseas Koreans
√ Where a person receives a deportation order under Article 59 (3) of the Immigration Control Act
• Where an overseas Korean national or a foreigner staying in the Republic of Korea is eligible for medical guarantee equivalent to the health care benefit referred to in Article 41 of the National Health Insurance Act in accordance with foreign statutes, foreign insurance or a contract concluded with his/her employer, etc. and thus his/her employer or an insured requests the exclusion of him/her from the insured
Subscription procedures
- Theinternational student is automatically insured with the nationalhealth insurance, even without reporting to the National Health Insurance Service underthe following classification (subparagraph2(b) of Article 109(3 of the National Health Insurance Act, Main Text ofArticle 61-2(3) and Attached Table 9 of the same Act):

※ As of March 1, 2021,international students staying in Korea who are uninsured with the nationalhealth insurance shall be automaticallyinsured.
· However, international students falling under thefollowing cases shall report to the National Health Insurance Corporation (www.nhis.or.kr) to be insured (List of Questions Asked byInternational Students on National Health Insurance, National HealthInsurance Corporation, 21. 2. 5., 1 page)
√ If the international studentintends to pay insurance fees for himself/herself and his/her family (spouseand children under 19)
√ If a Korean national abroad oran overseas Korean (F-4) studying in Korea applies to be insured
√ If modifications occur to theinternational student’s place of sojourn (residence), passport number, orstate of sojourn
- Some cases mayrequire the international student to submit the following documents to beinsured for the national health insurance (「Application Standards of HealthInsurance to Long-Staying Overseas Koreans and Foreigners」(Article 4 (4) and AttachedTable 1 of Ministry of Health and Welfare Notice No. 2021-253, issued and enforced on October 14, 2021).

Loss of an subscription entitlement
- Foreign students who are local policy holders shall lose the entitlement to subscribe to health insurance on the date when they fall under any of the following [Article 4 (2) of the regulation of the health insurance application standard for long-term overseas nationals and foreign workers (Ministry of Health and Welfare Notice No. 2015-3138; issued on July 30, 2015 and enforced on October 1, 2015)]
1. Date following their death;
2. The date of becoming an employer-provided policyholder or a dependent
3. Date following expiration of the sojourn according to the 「Immigration Control Act」 in the case of foreigners whose permitted period of sojourn has expired;
4. Date following the issuance of a deportation order according to the 「Immigration Control Act」(However, any person who raises an objection to such order pursuant to Article 60 of the 「Immigration Control Act」 shall not lose eligibility until a decision is finalized );
5. The date on which a locally-provided policyholder applies for exclusion. However, if a locally-provided policyholder who has not paid insurance premiums or who has not passed 14 days after the initial insurance premiums payment meets the requirements of Article 4-2(1) of the Standards for Applying Health Insurance for Long-Term Overseas Koreans and Aliens and applies for exclusion, the date of acquiring the eligibility shall apply.
6. The day after that of departure from Korea (limited to cases where an overseas Korean or an alien whose period of stay in the above "3." has not expired departs from Korea and stays overseas for at least one month)
