Products for children, such as water play equipment and rides for children, must be certified for safety.
Safety certification
- The term "safety certification" refers to the act ofproving the safety of products for children through both product inspections (referring to the testing and inspecting of products for children; and factory inspections or through product inspections only. (Subparagraph 8, Article 2, 「Special Act on the Safety of Products for Children」)
Products for children subject to safety certification
- The term "product for children subject to safety certification" refers to a product for children prescribed by Ordinance of the Ministry of Trade, Industry and Energy, the potential risk of which is judged to be preventable through the acquisition of a safety certification, among products for children deemed highly likely to cause harm to children's safety or health or to cause property damage due to their structures, materials, methods of use, etc. (Subparagraph 9, Article 2, 「Special Act on the Safety of Products for Children」)

Safety certification mark
- Manufacturers and importersof products for children subject to safety certification shall place a safety certification mark (including the indication of product information; hereinafter referred to as a "safety certification mark") on safety-certified products for children subject to safety certification, asdetermined by Ordinance of the Ministry of Trade, Industry and Energy, using figures or symbols that enable children to recognize such safety certification mark easily. - In addition to the safety certification mark, the business operator must indicate a caution or warning regarding the impact of children's products subject to safety certification on the life and body of children. (Article 19(5), 「Special Act on the Safety of Products for Children」 and Attachment 8, 「Enforcement Rules of the Special Act on the Safety of Products for Children」)

Products for children subject to safety verification
- The term "product for children subject to safety verification" refers to a product for children prescribed by Ordinance of the Ministry of Trade, Industry and Energy, the potential risk of which is judged to be preventable by the conduct of product inspections, among products for children which are judged likely to cause harm to children's safety or health due to their structures, materials, methods of use, etc. (Subparagraph 11, Article 2, 「Special Act on the Safety of Products for Children」)

Safety verification mark
- A manufacturer or importer of children's products subject to safety certification shall mark safety certification (including mark on product information; hereinafter referred to as "safety certification mark") on children's products subject to safety assurance reported to the Minister of Trade, Industry and Energy. The safety check mark must be easily recognized by children by using figures or symbols (Article 22(1) and the main text of article 23(1) and (2) of the 「Special Act on the Safety of Products for Children」).

- In addition to the safety certification mark, the business operator must display a caution or warning regarding the effect of children's products subject to safety confirmation on the life and body of children (Article 23 (5) of the 「Special Act on the Safety of Products for Children」 and Attachment 8 of the 「Enforcement Rule of the Special Act on the Safety of Products for Children」.

Installation inspection of children’s play facilities
|
A children's play equipment installer who has obtained safety certification is the owner of a children's play facility and is responsible for managing it, a person prescribed as a manager of a children's play facility under other laws, or any other person who has the responsibility for managing the children's play facility under a contract (Hereinafter referred to as the "management entity"), the child’s play equipment must be inspected by a safety inspection agency to determine whether the relevant children’s play equipment has been installed in accordance with the facility standards and technical standards (Subparagraph 6, Article 2, Articles 11 and 12(1), 「Children's Play Facility Safety Management Act」)

Regular facility inspection of children’s play facilities

The management entity of children's play facilities shall undergo an inspection at least once every two years by a safety inspection institution to confirm whether the children's play facilities that have undergone installation inspection maintain conformity with facility standards and technical standards (Subparagraph 6-2, Article 2, and Article 12(2), 「Children's Play Facility Safety Management Act」).

The management body of children's play facilities must conduct safety inspections at least once a month (Article 15(1) of the 「Children's Play Facility Safety Management Act」 and Article 11(1) of the 「Enforcement Decree of the Children's Play Facility Safety Management Act」).
