Counseling of domestic violence
- Victims of domestic violence (hereinafter referred to as “victims”) and their family members are entitled to receive counseling on the following matters in relation to domestic violence through the counseling centers concerning domestic violence (hereinafter referred to as the “domestic violence counseling center”) established under the “Act on the Prevention of Domestic Violence and Protection, Etc. of Victims" (see Article 6 of the “Act on the Prevention of Domestic Violence and Protection, Etc. of Victims”):
· Matters related to domestic violence
· Matters related to emergency protection and shelter for victims
· Matters on the legal issues related to domestic violence including divorce
· Matters related to various education and treatments for preventing domestic violence
· Other matters related to domestic violence
※ The domestic violence counseling center is run by the National Police Agency and other various organizations including the Emergency Call for Women (☎ 1366 without area code) commissioned by the Ministry of Gender Equality and Family.

※ Marriage immigrants who are not proficient in Korean will be able to receive counseling in various languages (Vietnamese, Chinese, Tagalog, Khmer, Cambodian, Uzbek, Mongolian, Russian, Thai, Japanese, English, Nepali, and Lao) through
Danuri Call Center (☎ 1577-1366) (see Article 4-6 of the “Act on the Prevention of Domestic Violence and Protection, Etc. of Victims”).
Confidentiality of counseling
- Since any person who works at the domestic violence counseling center is obliged not to disclose any confidential information acquired during the course of his/her employment, anything said during counseling will be kept confidential under the law (Article 16 of the “Act on the Prevention of Domestic Violence and Protection, Etc. of Victims”).
※ Any person who works at a domestic violence counseling center and discloses confidential information acquired during the course of his/her employment will be punished by imprisonment with labor not exceeding one year or by a fine not exceeding 10 million won (Article 20 (2) 3 of the “Act on the Prevention of Domestic Violence and Protection, Etc. of Victims”).
Domestic violence prevention education, etc.
Domestic violence prevention education
- National agencies, local governments, and the following agencies or organizations must provide at least one hour of domestic violence prevention education for persons and students affiliated with the said agency or organization once a year or more to prevent and avoid domestic violence (Article 4-3 (1) of the “Act on the Prevention of Domestic Violence and Protection, Etc. of Victims” and Article 1-2 (1) and (2) of the “Enforcement Decree of the Act on the Prevention of Domestic Violence and Protection, Etc. of Victims”):
· Principals at all school levels under the “Elementary and Secondary Education Act”
· Schools under the “Higher Education Act” and schools established and operated pursuant to other Acts and subordinate statutes
· Institutions and organizations publicly notified as public service-related organizations in the Official Gazette (excluding institutions and organizations that are deemed excluded from the public service-related organizations) by the Minister of Personnel Management pursuant to the "Enforcement Decree of the Public Service Ethics Act”
※ Therefore, if domestic violence prevention education has been provided, data related to the education provided such as the date and time the education is provided, method of education, personal information of persons who have received the education, and the details of the education must be recorded and managed (Article 2-2 of the "Enforcement Rule of the Act on the Prevention of Domestic Violence and Protection, Etc. of Victims”).
- The Minister of Gender and Family, or the Special Metropolitan City Mayor, a Metropolitan City Mayor, the Special Self-Governing City Mayor, a Do Governor, and the Special Self-Governing Province Governor may provide education to persons who are not eligible for domestic violence prevention education necessary for preventing and avoiding domestic violence at any of the following agencies (Article 4-3 (3) of the “Act on the Prevention of Domestic Violence and Protection, Etc. of Victims” and Article 1-2 (5) of the “Enforcement Decree of the Act on the Prevention of Domestic Violence and Protection, Etc. of Victims”):
· Counseling centers related to domestic violence
· Institutions or organizations related to policies on women, established and operated by the State or local governments
· Institutions or organizations deemed by the Minister of Gender Equality and Family to have human and physical resources capable of providing education for the prevention of domestic violence among the following institutions or organizations:
√ Social welfare foundations underthe “Social Welfare Services Act”
√ Nonprofit institutions or organizations with an objective of preventing domestic violence and protecting victims stipulated in their articles of association, bylaws, etc.
Details of domestic violence prevention education
- Education for the prevention of domestic violence may be provided on the following matters through teaching methods involving lectures, audio-visual aids, Internet websites, etc., but face-to-face education must also be included. In such cases, if children are the subject of education, a program designed to enhance their ability to respond to emergency domestic violence must be included in the education (Article 1-2 (3) of the “Enforcement Decree of the Act on the Prevention of Domestic Violence and Protection, Etc. of Victims”):
· Matters concerning leading a normal domestic life, and maintaining and developing relationships among family members
· Matters concerning the prevention of domestic violence from a gender awareness perspective
· Matters concerning introduction to and publicity regarding related Acts and subordinate statutes for the prevention of domestic violence
· Other matters necessary to promote a sound value system for a normal domestic life and to prevent domestic violence
