Medical expenses (cash benefits)
What are the medical expenses?
- If a self-employed insured receives health care for a disease, injury, childbirth, etc. at an institution that performs functions similar to those of a health care institution or undergoes a childbirth at a place other than a health care institution, he/she may receive the amount equivalent to the health care benefits as the cost of health care from the National Health Insurance Service (hereinafter referred to as the “Service”) (Article 49 (1) of the “National Health Insurance Act”).
An institution that performs functions similar to a health care institution
- Institutions that perform functions similar to health care institutions are as follows (Article 49 (1) of the “National Health Insurance Act” and Article 23 (2) of the “Enforcement Rule of the National Health Insurance Act”):
· Medical institutions excluded from the health care institutions under Article 42 of the “National Health Insurance Act”
· Pharmaceutical sales establishments other than health care institutions that sell the following articles to patients with chronic renal failure who receive health care benefits due to peritoneal dialysis
√ Fluid for peritoneal dialysis
√ Consumable materials used for automatic peritoneal dialysis (only for drugstores registered with the NHIS)
· An institution other than a health care institution that provides oxygen treatment services to patients in need of oxygen treatment with a medical oxygen generator, etc., registered with the NHIS (only if the patient is provided with the service)
· A business registered with the NHIS as a medical device sales business other than a health care institution that sells consumables used for blood sugar testing or insulin injection to diabetic patients
· A business registered with the NHIS as a medical device sales business other than a health care institution that sells consumables used for self-catheterization to neurogenic bladder patients
· An institution registered with the NHIS as an institution other than a health care institution that lends a respirator or cough assist device to patients in need
· An institution registered with the NHIS as an institution other than a health care institution that lends a positive airway pressure device to a patient in need

- The grounds eligible for health care expenses and how to apply are as follows (Article 23 (1) and (3) of the “Enforcement Rule of the National Health Insurance Act”).

How to apply 

If a person has received health care for a disease, injury, or childbirth (in case of stillbirth, it refers to 16 weeks or more of gestation) as no health care institution was available or there was no health care institution 

▪ A request for payment of health care expenses (attached Form No. 18 of the “Enforcement Rule of the National Health Insurance Act”) 

▪ A copy of the health care expenses statement or tax invoice (for pharmacies, it refers to prescriptions and tax invoices) 

▪ A copy of the document demonstrating the reason for not being able to receive health care at a health care institution 

If a patient with chronic renal failure purchases or uses peritoneal perfusion or consumables used for automatic peritoneal dialysis at a drugstore other than a health care institution according to a doctor's prescription 

▪ A request for payment of health care expenses (attached Form No. 18 of the “Enforcement Rule of the National Health Insurance Act”) 

▪ A copy of doctor's prescription 

▪ A copy of each document verifying the payment receipt paid by theinsured or dependent, such as a tax invoice or cash receipt

If a neurogenic bladder patient purchases and uses consumables used for self-catheterization from a medical device sales business other than a health care institution according to a doctor's prescription 

If a patient in need of oxygen treatment receives oxygen treatment in a manner determined and announced by the Minister of Health and Welfare according to a doctor’s prescription 

▪ A request for payment of health care expenses (attached Form No. 19 of the “Enforcement Rule of the National Health Insurance Act”) 

▪ A copy of doctor's prescription 

▪ A copy of the document demonstrating that oxygen treatment has been performed 

▪ A copy of each document verifying thepayment receipt paid by the insured or dependent, such as a tax invoice or cashreceipt

If a diabetic patient purchases or uses consumables or diabetes management devices used for blood sugar testing or insulin injection from a medical device sales business other than a health care institution according to a doctor's prescription 

▪ A request for payment of health care expenses (attached Form No. 19-2 or Form No. 19-3 of the “Enforcement Rule of the National Health Insurance Act”) 

▪ A copy of doctor's prescription 

▪ A copy of each document verifying the payment receipt paid by the insured or dependent, such as a tax invoice or cash receipt

If a patient with a disease determined and announced by the Minister of Health and Welfare and in need of a respirator or a cough assist device borrows and uses a respirator or cough assist device according to a doctor's prescription 

▪ A request for payment of health care expenses (attached Form No. 19-4 of the “Enforcement Rule of the National Health Insurance Act”) 

▪ A copy of doctor's prescription 

▪ A copy of the document demonstrating that a respirator or cough assist device has been rented 

▪ A copy of each document verifying the payment receipt paid by the insured or dependent, such as a tax invoice or cash receipt

If a sleep apnea patient borrows and uses a positive airways pressure device (referring to a device that continuously injects air into the narrowed airway during sleep to secure the airway) according to a doctor's prescription 

▪ A request for payment of health care expenses (attached Form No. 19-5 of the “Enforcement Rule of the National Health Insurance Act”) 

▪ A copy of doctor's prescription 

▪ A copy of the document demonstrating that a positive airways pressure device has been rented 

▪ A copy of each document verifying the payment receipt paid by the insured or dependent, such as a tax invoice or cash receipt 

If a person has given birth at a place other than a health care institution 

 

▪ A request for payment of health care expenses (attached Form No. 18 of the “Enforcement Rule of the National Health Insurance Act”) 

▪ A copy of the document demonstrating childbirth
