Vocational ability development training
- “Vocational ability development training” means training conducted to acquire and improve the ability of workers’ lifelong performance of duties necessary for their jobs (including intelligent informatization and comprehensive and basic abilities required for occupational duties) (subparagraph 1 of Article 2 of the National Lifelong Vocational Competency Development Act).
Types and method of vocational ability development training

Types
- Vocational ability development training is classified according tothe purpose of the training as follows (Article 12(2) of the NationalLifelong Vocational Competency Development Act andArticle 3(1) of the Enforcement Decree of the National LifelongVocational Competency Development Act):
1. Basic training: Vocational competency development training provided to employees to acquire basic job performance skills necessary for their work
2. Upgrading training: Vocational ability development training conducted to ensure that those who have received training or have basic job performance skills necessary for their jobs acquire higher job performance skills or supplement knowledge and functions suitable for technological development
3. Relocation training: Vocational ability development training provided to employees to acquire job performance skills similar to or necessary for a new job

Implementation method
- Vocational ability development training shall be conducted in the following ways. (Article 3(2) of the Enforcement Decree of the Act on the National Lifelong Vocational Competency Development Act)
1. Collective training: It is carried out at training facilities exclusively installed for vocational ability development training or other facilities suitable for training (excluding production facilities and places of work of industries)
2. On-the-job-training: It is carried out at the production facility or workplace of the industrial company
3. Remote training: It is conducted by using information and communication media to a person who is far away
4. Mixed training: Two or more training methods from 1. to 3. in parallel.
Support for training expenses and training allowances

Support for training expenses
- The State and local governments may pay training expenses to persons who receive vocational ability development training or vocational ability development training facilities when conducting vocational ability development training through facilities for vocational ability development training (Article 7(3) of the Enforcement Decree of the National Lifelong Vocational Competency Development Act).

Support for training allowances
- Training allowances may be paid to persons who receive vocational ability development training according to the standards set by the Minister of Employment and Labor, considering their income level, family situation, etc., and the number of training courses, etc. (Article 7(4) Enforcement Decree of the National Lifelong Vocational Competency Development Act).

Support for training expenses through an account for vocational ability development
- The Minister of Employment and Labor may issue a vocational ability development account that electronically manages the cost of vocational ability development training and the history of vocational ability development. (Article 18(4) of the National Lifelong Vocational Competency Development Act and Article 16(1) of the Enforcement Decree of the National Lifelong Vocational Competency Development Act)
· "Account for vocational ability development" means an account issued by the Minister of Employment and Labor for the purpose of supporting expenses for vocational ability development and training in order to support autonomous vocational ability development of the people (Article 18(1) of the National Lifelong Vocational Competency Development Act).
- The Minister of Employment and Labor may fully or partially subsidize the training expenses within the limit of 3 million won per person based on five years if the person who has been issued an account for vocational ability development takes an account training course (This refers to a vocational ability development training course in which training expenses are paid in the vocational ability development account. Same as below) (Former part of Article 16(4) of the Enforcement Decree of the National Lifelong Vocational Competency Development Act and Main Text of Article 6-2 of the Enforcement Rules of the National Lifelong Vocational Competency Development Act).
- Payment of training expenses, etc.
· Persons who take the account training course pay for the training using a credit card as determined by the Minister of Employment and Labor, where a credit card issuer who issued a credit card paid the training expenses to a vocational ability development and training facility, etc. the Minister of Employment and Labor may pay training expenses to the credit card issuer on behalf of the person receiving the training. (Article 16(5) of the Enforcement Decree of the National Lifelong Vocational Competency Development Act)
· A training institution that operates Tomorrow Learning Card training courses may provide dormitories to trainees (Former part of Article 52(1) of the Operational Regulation of the National Tomorrow Learning Card).
※ In this case, the training institution shall obtain the trainee's written consent for the provision of dormitory, and if the trainee is a minor under Article 5 of the Civil Act, it shall obtain his/her legal representative's consent (Latter part of Article 52(1) of the Operational Regulation of the National Tomorrow Learning Card).
· The head of the local employment and labor office may support the dormitory fee if the dormitory is provided to trainees by a training institution that operates the Tomorrow Learning Card training course in which the daily prescribed training time is at least 5 hours and the weekly prescribed training days is at least 4 days (Former part of Article 52(2) of the Operational Regulation of the National Tomorrow Learning Card).
