Method of reporting business commencement
- A person who intends to operate a makeup shop shall put in place facilities and equipmentand then submit a business commencement report (including a report in electronic format) along with the following documents to the head of a Si/Gun/Gu (limited to the head of autonomous Gu only) (Former part of Article 3 (1) of the Public Health Control Act and Article 3 (1) and Form 1 of the Enforcement Regulations of the Public Health Control Act).
· Summary of business facilities and equipment
· Certificate of completion of education (only applicable to those who have completed the education in advance)
· Documents proving that the right to use business facilities and facilities has been secured
· A written permission for the use of a state property pursuant to Article 14 (3) of the Enforcement Regulations of the State Property Act (only applicable to those who intend to operate a business at a state railroad station facility or military facility)
· Documents related to contracts for the use of a railroad facility concluded with a railroad operator (including an urban railroad operator) (applicable only to those who intend to operate a business at a railroad station facility other than a state railroad facility)
Receipt of business commencement report certificate
- A person who has filed a report for the commencement of a makeup shop business shall receive a business commencement report certificate from the head of a Si/Gun/Gu immediately after the submission of the report (Article 3 (3) and Form 2 of the Enforcement Regulations of the Public Health Control Act).
Reissuance of business commencement report certificate
- In the event where a person who has filed a report for the commencement of a makeup shop business loses the business commencement report certificate that has been issued or such certificate has worn out such that it is unusable, if such person wishes to be reissued with the certificate, he or she shall submit an
application for the reissuance of business commencement report certificate to the head of Si/Gun/Gu(Former part of Article 3 (5) and Form 4 of the Enforcement Regulations of the Public Health Control Act).
Reporting changes in business particulars
Matters for reporting as change
- When a person who operates a makeup shop wishes to change any of the following key matters, he or she shall file a report to the head of Si/Gun/Gu(Latter part of Article 3 (1) of the Public Health Control Act and Article 3-2 (1) of the Enforcement Regulations of the Public Health Control Act).
· Name or trade name of the business establishment
· Location ofthe business establishment
· Increasing or decreasing the area of the reported business establishment by one third of its reported size. However, in the case of a business report for the lodging business for a part of the building, less than a third of the increase or decrease is included.
·Representative’s name or date of birth
· Alteration ofbusiness type within the beauty arts industry
Method of reporting change
- When a personoperating a makeup shop wishes to report a change, he or she shall submit areport on changes in reported business particulars (including a report inelectronic format) accompanied by the following documents to the head ofSi/Gun/Gu (Article 3-2 (2) and Form 5 of theEnforcement Regulations of the Public Health Control Act).
· The business commencement report certificate (not required if the certificate has been lostand reasons for its loss have been set out in the report on changes in reported business particulars)
· Documentsevidencing changed particulars

Reporting succession of position
- When a person operating a makeup shop has transferred his/her business or has died, or there exists a merger of juristic persons, the said transferee, successor, or a juristic person surviving the merger, or the juristic person established by the merger, shall succeed to former operator’s position (Article 3-2 (1) of the Public Health Control Act).

※ Only a person who possesses a beautician’s (makeup) license may succeed to the position of a business operator (Article 3-2 (3) of the Public Health Control Act).
Method of reporting succession of position
- A person who has succeeded to the position of a makeup shop business shall file a report onsuccession of operator position to the head of a Si/Gun/Guwithin a month, with the following documents attached (Article 3-2 (4) of the Public Health Control Act and Article 3-4 (1) and Form 6 of the Enforcement Regulations of the Public Health Control Act).
· In case of a business transfer: A copy of the document that can prove the transfer and acquisition
· In case of an inheritance: Family Relations Certificate and other document(s) to prove that the reporter is the heir
· For other cases: For each means of succession, documents that can prove that the reporter has succeeded to the business operator's position
Sanctions in case of violation
Administrative disposition
- If a makeup shop operator fails to report a business commencement, changes in business particulars, or a succession of position, the head of a Si/Gun/Gu may order the shop to suspend its business or to suspend the use of part of its facilities within a specified period not exceeding six months, or to close its business establishment, etc. (Subparagraphs 1, 2 and 3 of Article 11 (1) of the Public Health Control Act).
Criminal punishment
- A person operating a makeup shop who fails to file a report on the commencement of his/her business shall be punished by imprisonment with labor for not more than one year, or by a fine not exceeding KRW 10 million (Subparagraph 1 of Article 20 (1) of the Public Health Control Act).
- A person operating a makeup shop without filing a report on changes or a succession of position shall be punished by imprisonment with labor for not more than six months, or by a fine not exceeding KRW 5 million (Subparagraphs 1 and 2 of Article 20 (2) of the Public Health Control Act).
