Establishment and operation of makeup shops
Hygiene education prior to business commencement reporting
Prior hygiene education
- A person who intends to operate a makeup shop shall receive education on hygiene prior to reporting the commencement of his/her business (The main body of Article 17 (2) of the Public Health Control Act).
- The hours and contents of the hygiene education are as follows (Article 23(1), (2), (4), and (9) of the Enforcement Regulations of the Public Health Control Act).

Teaching materials 

Provision of teaching materials published by Korea Make-up Central Association 

※ The Minister of Health and Welfare may substitute the means of education for those, among the persons subject to the education requirements, who wish to run business on an island or remote area, by distributing teaching materials to allow them to learn and utilize the materials. 

※ Island and remote areas may be ascertained on Public Hygiene Education Materials Distribution and Substitution - Island and Remote Areas (Ministry of Health and Welfare Public Notice).
- However, in the event where those required to receive hygiene education prior to reporting the commencement of business are unable to receive such education in advance due to the circumstances set out below which are beyond their control, they may receive the hygiene education within six months after reporting the commencement of his/her business (Proviso to Article 17 (2) of the Public Health Control Act and Article 23 (5) of the Enforcement Regulations of the Public Health Control Act).
· In case where due to causes such as natural disasters, one’s own illness, accidents or business trips abroad, the person is unable to receive education
· Where it is impossible to receive education in advance due to the circumstances, etc. of the organization responsible for providing such education.
Designation of a person in charge of public hygiene
- Any of the following persons among those who are required to receive hygiene education prior to reporting the commencement of business shall designate a person in charge of the affairs regarding public hygiene for each business establishment from among their employees and have such person receive the hygiene education (Article 17 (3) of the Public Health Control Act).
· A person who is not directly engaged in the business
· A person who conducts business in two or more places
Receipt of certificate for completion of hygiene education
- A person who completes hygiene education receives a certificate of completion from the president of the Korea Make-up Central Association (Article 23 (9) of the Enforcement Regulations of the Public Health Control Act).
- The president of the Korea Make-up Central Association who has issued the certificate of completion shall notify the result of such education to the head of a Si/Gun/Gu within one month of the education, and shall preserve and manage records regarding the education such as the register of issued certificates of completion for at least two years (Article 23 (9) of Enforcement Regulations of the Public Health Control Act).
