Care for children who are members of multicultural families
- Neither the state nor local government is permitted to discriminate against children and juveniles of any multicultural family in providing care and education services for children and juveniles. (Article 10, paragraph 1 of the “Multicultural Families Support Act”).
- Members of multicultural families under 18 years of age are entitled to receive support for preschool care and education services to develop language skills, and the assistance necessary for improving their linguistic proficiency, such as teaching materials, and learning support in teaching the Korean language and the mother tongue of their father or mother who is an immigrant by marriage (Article 10, paragraph 3 of the “Multicultural Families Support Act”).
Special cases of free childcare
- The state and local governments provide child care free of charge for infants and young children who fall under any of the following circumstances (Article 34, paragraph 2 of the “Child Care Act” and Article 22, paragraph 1 of the “Enforcement Decree of the Child Care Act”):
· Infants and young children who are at least 3 years of age as of January 1 of the corresponding year: Where services are provided at child care centers (including infants and young children who reach 3 years of age during the period between January 2 and March 1 and are provided with common courses at child care centers)
· Infants and young children who are younger than 3 years of age as of January 1 each year: Where they are provided with child care courses (excluding common courses) at child care centers
- The state and local governments must establish and operate child care centers for infants, young children, disabled children, and children of multicultural families intending to receive free child care (Article 34, paragraph 6 of the “Child Care Act”).
