Startup and operation of a beauty salon
Health education prior to filing a business notification
Prior health education
- A person who intends to file a report for the operation of a beauty arts business shall receive the health education in advance (Article 17(2) of the Public Health Control Act).
- In the case where the same public health business operator conducts two or more beauty businesses in the same place, if he/she has received hygiene education for one of them, he/she shall be deemed to have also received hygiene education for the rest (Article 23(3) of the Enforcement Regulation of the Public Health Control Act).
- However, among those who are required to receive the health education, those who filed a suspension of business under Article 8(8) of the Value Added Tax Act may postpone the education from the following year until the business is resumed (main provision in Article 17(5) of the Public Health Control Act and Article 23(5) of the Enforcement Rule of the Public Health Control Act).
- Also, in the event where he/she among those who are required to receive the health education prior to reporting is unable to receive such education in advance due to extenuating circumstances, he/she may receive the health education within six months after commencing his/her business (main provision in Article 17(2) of the Public Health Control Act and Article 23(6) of the Enforcement Rule of the Public Health Control Act).
· In case one is unable to receive the education due to natural disasters, illness, accidents, and business trips, etc.;
· In case the education is not available in advance due to the circumstances of the organization responsible for providing such education.

※ The Minister of Health and Welfare may alter the means of education by distributing teaching materials for those who wish to run business in island and remote areas to learn and utilize them.

Designation of a person in charge of public health
- Any of the following persons among those who are subject to health education shall designate a person in charge of affairs regarding the public health by place of business among their employees and have such person receive the health education. (Article 17(3) of Public Health Control Act).
· A person who is not directly engaged in the business, or
· A person who intends to conduct a business at least in two places.
Receipt of a certificate for the completion of health education
- A person who completes the health education shall receive a certificate of completion from the president of the Korea Cosmetologists’ Association (Article 23(10) of the Enforcement Rule of the Public Health Control Act).
- The president of the Korea Cosmetologists’ Association who has issued the certificate of completion shall notify the result of such education to the head of a Si/Gun/Gu (city/gun/gu) within one month from the date of education, and shall keep and manage records regarding the education such as the list of issued certificates of completion for at least two years (Article 23(10) of the Enforcement Rule of the Public Health Control Act).
