Duty to complete hygiene education
Completion of hygiene education
- A nailbeautician (including a transferee and successor; the same shall applyhereinafter) shall receive three hours ofonline and offline hygiene education every year (Article 17(1)of the Public Health Control Act and Article 23(1) of the EnforcementRegulations of the Public Health Control Act).
· However, those whooperate or wish to operate nail salons on islands or remote areas specified by theMinister of Health and Welfare may learn andutilize teaching materials published by an organization that provides hygieneeducation in lieu of hygiene education (Article 23(4) and (9) of theEnforcement Regulations of the Public Health Control Act).
- The hygiene education shall provide teaching related to the Public Health Control Act and its relevant statutes, courtesy training (including matters related to hospitality and cleanliness), technical training, and other details necessary to ensure the maintenance of public health (Article 23(2) of the Enforcement Regulations of the Public Health Control Act).
Designation of a person in charge of public health
- Of the nail beauticians, those who are not directly engaged in the business or those who intend to conduct a business at least in two places, shall designate a person in charge of the affairs regarding public health by place of business from among their employees and have such person receive hygiene education (Article 17(3) of the Public Health Control Act).
Receipt of certificate for completion of hygiene education
- A person who completes the hygiene education shall receive a certificate of completion from the president of the Korean Nail Technicians Association (Article 23(10) of the Enforcement Regulations of the Public Health Control Act).
Sanctions in case of violations
- A person who has failed to receive hygiene education shall be subject to an administrative fine not exceeding KRW 2 million (Subparagraph 6 of Article 22(2) of the Public Health Control Act).
Q. I have learned that I am required to receive hygiene education regularly even during operation of business, not just before registration of business commencement. What are the specific contents of the education?
A. A nail beautician (including a transferee and successor; the same shall apply hereinafter) shall receive three hours of hygiene education from the Korean Nail Technicians Association every year.
However, those who operate or wish to operate nail salons on islands or remote areas specified by the Minister of Health and Welfare may substitute the hygiene education with learning and utilizing of teaching materials published by the Korean Nail Technicians Association.
The hygiene education provides teaching related to the Public Health Control Act and its relevant statues, courtesy training (including matters related to hospitality and cleanliness), technical training, and other details necessary to ensure the maintenance of public health.
