Hygiene education prior to business registration
Prior hygiene education
- A person who intends to file a report for the operation of a nail salon shall receive hygiene education in advance (Article 17(2) of the Public Health Control Act).
- Both offline and online education shall be provided forhygiene, but the hours and content details of the hygiene educationshall be as follows (Articles 23(1), (2), (4), and (9) of the EnforcementRegulations of the Public Health Control Act):

※ The Minister of Health and Welfare may substitute the means of education or training by distributing teaching materials for those who wish to run business on an island or remote area to allow them to learn and utilize the materials.  

- However, in the event where those required to receive hygiene education prior to business registration are unable to receive such education in advance due to extenuating circumstances, they may receive the required hygiene education within six months after registering the business (A condition in Article 17(2) of the Public Health Control Act and Article 23(6) of the Enforcement Regulations of the Public Health Control Act).
· In case where it is not possible to receive the education due to natural disasters, illnesses, accidents, business trips, etc.
· In case where it is impossible to receive the education in advance due to circumstances of the organization responsible for providing such education
Designation of a person in charge of public health
- Any of the following persons among those who are subject to hygiene education shall designate a person in charge of the affairs regarding public health by place of business from among their employees and have such person receive the hygiene education (Article 17(3) of the Public Health Control Act).
· A person who has not been directly engaged in the business, or
· A person who conducts business in more than two places
Receipt of certificate for completion of hygiene education
- A person who completes hygiene education shall receive a certificate of completion from the president of the Korean Nail Technicians Association (Article 23(10) of the Enforcement Regulations of the Public Health Control Act).
- The president of the Korean Nail Technicians Association who has issued the certificate of completion shall notify the result of such education to the head of a Si/Gun/Gu within one month from the date of receiving the education, and shall preserve and manage records regarding the education such as the list of issued certificates of completion for at least two years (Article 23(10) of the Enforcement Regulations of the Public Health Control Act).
