Establishment and operation of a nail salon
Qualifications for the acquisition of beautician’s (nail) license
People who are eligible to receive the beautician’s (nail) license
- A person who falls under any of the following qualifications shall obtain a beautician’s license (Article 6 Paragraph 1 of the Public Health Control Act).
1. A person who has graduated from the department of beauty arts of a school recognized by the Minister of Education as equivalent to or higher than a junior college in the academic level
2. A person who has obtained an academic degree in beauty arts as he/she has been recognized as a person with attainments equal to or higher than the college or junior college graduate pursuant to Article 8 of the Act on Recognition of Credits, Etc.
3. A person who has completed the prescribed course of beauty arts of a school recognized by the Minister of Education as equivalent to or higher than a high school in the academic level
4. A person who has completed the prescribed course of beauty arts for at least 1 year at a specialized high school, technical high school or high school under the Elementary and Secondary Education Act, or various schools equivalent to a technical high school
5. A person who has obtained qualification as a beautician under the National Technical Qualifications Act.
※ Acquisition of a beautician’s (nail) license
Qualification examination
The subjects of the qualification examination for beauticians (nail) are as follows (Article 14 Paragraph 3 of the Enforcement Decree of the National Technical Qualifications Act and Article 8 Paragraph 1 and attached Table 8 of the Enforcement Regulations of the National Technical Qualifications Act).

Passing criteria
A person who wishes to obtain qualification required to be a beautician (nail) shall score 60 out of 100 marks in both written and aptitude tests (Main Text of Article 20(1) and (3) of the Enforcement Decree of the National Technical Qualifications Act).
Persons not eligible to acquire the beautician’s (nail) license.
- Any of the following persons shall not be granted the beautician’s (nail) license (Article 6(2) of the Public Health Control Act, Article 6 of the Enforcement Decree of the Public Health Control Act, Article 9(3) the Enforcement Decree of the Public Health Control Act).
· An incompetent person under adult guardianship
· A mental patient under subparagraph 1 of Article 3 of the Mental Health Act: Provided, That this shall not apply to a person recognized to be suitable for a beautician by a specialized medical doctor
· A communicable (infectious) disease patient with tuberculosis (excluding those with non-communicable disease) who can cause damage to public health as prescribed under Item A of Subparagraph 3 of Article 2 of the Infectious Disease Control and Prevention Act
· An addict of narcotic drugs, hemp, and other psychotropic drugs, or
· A person for whom one year has not yet elapsed after his/her certificate was revoked on the grounds as referred to in Article 7(1) 2, 4, 6, or 7 of the Public Health Control Act.
Lending of beautician (nail) license and arranging for the same prohibited
- A person who has been issued a license may not lend the license to another person, and no one may borrow the license (Article 6(3) of the Public Health Control Act).
- No one may arrange for an act prohibited under Article 6(3) of the Public Health Control Act (Article 6(4) of the Public Health Control Act).
※ Lending or borrowing a license or arranging for the same in violation of the above shall be subject to a fine of not more than 3 million Won (Subparagraphs 1 and 2 of Article 20(4) of the Public Health Control Act).
