What is the beauty arts business?
- The term "beauty arts business" refers to the business of making the appearance of customers beautiful by taking good care of their faces, hair, skin, nails, and toenails, etc. (Subparagraph 5 of Article 2(1) of the Public Health Control Act)

Scope of services of the beauty arts business
- Nail arts business refers to the business of offering manicures and pedicures on fingernails and toenails (Item C of Subparagraph 5 of Article 2 of the Public Health Control Act).

Scope of operations of the nail arts business

Qualifications
- A person who has obtained a beautician’s license shall open a beauty arts (nail) business or engage in such business (Article 8 Paragraph 1 of the “Public Health Control Act”).

Place of business
- Any service of beauty arts shall not be rendered in places other than a business establishment except in the following cases (Article 8 Paragraph 2 of the “Public Health Control Act” and Article 13 of the Enforcement Regulations of the Public Health Control Act”).
1. In the event where the beauty arts service is provided for those who is unable to come to the business establishment due to illness, old age, disability or other reasons
2. In the event where the beauty arts service is provided for those who partake in a wedding or other ceremony immediately prior to the commencement of such ceremony
3. In the event where the beauty arts service is provided in social welfare facilities specified under Article 2 Paragraph 4 of the “Social Welfare Services Act”
4. In the event where the beauty arts service is provided for those who partake in a photo shoot, such as through broadcasting, immediately prior to the commencement of such shooting, or
5. In the event where the beauty arts service is provided due to the special circumstances other than items 1 through 4 above as acknowledged by the governor of a Special Self-Governing Province, the mayor of a Special Self-Governing Province, or the head of a Si/Gun/Gu.
