What is a vocational ability development allowance
- “Vocational ability development allowance” refers to unemployment benefits paid to an eligible recipient who participates in vocational skills development training, etc. required by the head of an employment center for the period of such training, etc. (Article 65(1) of the Employment Insurance Act)
Payment of vocational ability development allowance
Restriction on payment of vocational ability development allowance
- An eligible recipient shall not receive vocational ability development allowance during the period of suspension of the payment of job-seeking benefits associated his/her refusal to accept job skill development training, etc. (stated in Article 60(1) and (2) of the Employment Insurance Act) (Article 65(2) of the Employment Insurance Act)
Computation of vocational ability development allowance
- Vocational skill development allowances shall be payable to an eligible recipient who participates in vocational skill development training, etc. required by the head of an employment center for the period of such training, etc. and for which the eligible recipient shall be eligible for job-seeking benefits. (Article 65(3) of the Employment Insurance Act, Article 88(1) of the Enforcement Decree of the Employment Insurance Act)
- The amount of vocational ability development allowance paid to an eligible recipient on the day of job skill development training comes to KRW 7,530. [Article 88(2) of the Enforcement Decree of the Employment Insurance Act, Notice on Job Skill Development Allowance (the Ministry of Employment and Labor Notice No. 2018-48 dated 6/14/2018)]
※ Provided that an eligible recipient receiving vocational skills development training is provided with expenses (for transportation, food, etc.) by a public organization or other agency entrusted by a central administrative agency or local government, the eligible recipient shall be provided with an amount that excludes said expenses.
Application for vocational ability development allowance
- An eligible recipient applying for vocational ability development allowance shall submit the certificate of eligibility and the course certificate on the recognition of unemployment day (Article 85(2) of the Enforcement Rules of the Employment Insurance Act) (Article 88(4) of the Enforcement Decree of the Employment Insurance Act, Article 110 and Annex Form 83 of the Enforcement Rules of the Employment Insurance Act)
- Where the last recognition of unemployment day associated with the job skill development training, etc. is different from the end date of the training, the eligible recipient shall submit the certificate of eligibility and the course certificate on the end date of the training. (Former part of Articles 110 and 85(3) of the Enforcement Rules of the Employment Insurance Act)
Method of payment of vocational ability development allowance
- Vocational ability development allowance shall be paid on the day set for the payment of job-seeking benefits to the relevant eligible recipient. (Article 88(3) of the Enforcement Decree of the Employment Insurance Act)
- Vocational ability development allowance shall be deposited into the account of the eligible recipient-designated financial institution. (Articles 88(3) and 75 of the Enforcement Decree of the Employment Insurance Act)
