Extended training benefits
- "Extended training benefits” refers to extra job-seeking benefits paid to eligible recipients whom the head of an employment center has required to participate in vocational skills development training etc. in addition to their specified number of days for which benefits are payable, for the period of days during which they have participated in the vocational skills development training, etc., and for which they have obtained recognition of unemployment. (Article 51(2) of the Employment Insurance Act)
Payment of extended training benefits
Instruction for job skill development training
- The head of an employment center may require an eligible recipient meeting the following requirements to participate in vocational skills development training, etc., if he/she considers it necessary for the eligible recipient's reemployment in view of age, work experience, and other considerations. (Article 51(1) and (3) of the Employment Insurance Act, Article 94(1) of the Enforcement Rules of the Employment Insurance Act)
· It is judged that the eligible recipient will be in a better position for reemployment through job skill development training.
· The eligible recipient has no technical qualifications under Article 13 of the National Technical Qualifications Act or the demand for the specific technological skills has dropped significantly even if he/she has relevant qualifications.
· The eligible recipient has not undergone job skill development training in the past year.
· The eligible recipient has failed to land a job, although he/she has responded to job placement or job counseling (in-depth counseling or group counseling only) by the head of the employment center at least three times since the day of reporting unemployment status.
Extended training benefit period
- The period for extended training benefit payment shall be for up to 2 years. (Article 51(2) of the Employment Insurance Act, Article 72 of the Enforcement Decree of the Employment Insurance Act)
- Where any extended benefits are payable, the benefit period of an eligible recipient shall be computed by adding the number of days of additional benefits payable to the regular benefit period of the eligible recipient. (Article 54(1) of the Employment Insurance Act)
Extended training benefit-related daily amount of job-seeking benefits
- Extended training benefit-related daily amount of job-seeking benefits shall be equal to the eligible recipient’s daily amount of job-seeking benefits. (Article 54(2) of the Employment Insurance Act)
- If an eligible recipient's daily amount of job-seeking benefits is less than the minimum daily amount of job-seeking benefits, then the minimum daily amount of job-seeking benefits shall be the daily amount of job-seeking benefits payable to the eligible recipient. (Article 54(3) of the Employment Insurance Act)
Method of payment of extended training benefits
- Where the head of the employment center is to pay extended training benefits, he/she shall inform the eligible recipient of it in advance and provide the recipient with a certificate of eligibility including the recognition of unemployment day at the time of paying the said benefit. (Article 96 of the Enforcement Rules of the Employment Insurance Act)
Adjustment of extended training benefit payment
Mutual adjustment of extended training benefit payment
- Any extended benefits shall be payable after regular job-seeking benefits to which an eligible recipient is entitled to have been fully paid. (Article 55(1) of the Employment Insurance Act)
- No individual extended benefits or special extended benefits may be payable to an eligible recipient currently receiving extended training benefits until such extended training benefits have been fully paid. (Article 55(2) of the Employment Insurance Act)
Job skill development training
Instruction on job skill development training
- The head of the employment center shall give job skill development training instruction before commencement of such a session. (Article 94(2) of the Enforcement Rules of the Employment Insurance Act)
- The head of the competent employment center shall check eligible recipients’ training attendance on a monthly basis if the eligible recipient receives the job skill development training as instructed. (Former part of Article 94(3) of the Enforcement Rules of the Employment Insurance Act)
