Prohibition of crossing, U-turns and reversing
Cases where crossing, U-turns and reversing are prohibited on the road
- When it is likely to impede the normal traffic flow of pedestrians, other motor vehicles or horses, the drivers of motor vehicles and the riders of horses shall be prohibited from crossing the road, making a U-turn, or reversing (Article 18(1) of the Road Traffic Act).
- When it is deemed especially necessary to prevent danger and ensure the safe and smooth flow of traffic on the road, the Commissioner of a Local Police Agency may designate any section of a road as a place where it is prohibited for motor vehicles and horses to cross, make a U-turn, or reverse (Article 18(2) of the Road Traffic Act).
- When the driver of a motor vehicles or the rider of a horse intends to enter a road from a building, parking lot, etc., they shall first stop their motor vehicle or horse, confirm the safety of such action, and proceed slowly (Article 18(3) of the Road Traffic Act).

- Violation of the above provisions shall be punished by the following fines (Road Traffic Act, Article 156(1), Enforcement Decree of the Road Traffic Act, Attached table 7, no.7).

Cases where it is necessary to slow down or stop temporarily
Drivers shall slow down or stop their motor vehicle temporarily in accordance with the degree of danger in a dangerous area for the purpose of preventing traffic accidents.
- Drivers shall slow down or stop their motor vehicle temporarily in the following places (Article 31 of the Road Traffic Act).

How to cross a railroad crossing
- When intending to cross a railroad crossing, drivers shall temporarily stop in front of the railroad crossing and confirm whether it is safe to cross before crossing (Article 24(1) of the Road Traffic Act).
· Drivers may cross a railroad crossing according to the signals conveyed by the traffic signal without temporarily stopping in front of the railroad crossing (Article 24(1) of the Road Traffic Act).
- The drivers of motor vehicles shall be prohibited from attempting to cross a railroad crossing when the crossing arm is lowered or is about to be lowered or when the alarm signal is sounding (Article 24(2) of the Road Traffic Act).
- When the driver of a motor vehicle is unable to drive a motor vehicle off a railroad crossing due to a mechanical breakdown, etc. while attempting to cross the railroad crossing, he/she shall request without delay that all passengers exit the motor vehicle, and shall immediately notify railroad officials and police officers by using the emergency signal apparatus, etc. and other available means (Article 24(3) of the Road Traffic Act).

Crossing an intersection
Drivers shall observe the following guidelines while crossing an intersection:
- When intending to make a right-hand turn at an intersection, drivers shall take the right-hand lane in advance and slow down on the lane. When crossing an intersection, drivers shall pay attention to pedestrian or bicycles stopping or proceeding according to the road traffic signal (Article 25(1) of the Road Traffic Act).
- Drivers wishing to turn left at an intersection shall slow down along the centerline in advance and turn left by taking the inner part of the center of the intersection (Article 25(2) of the Road Traffic Act).
· Where designated by the Commissioner of a Local Policy Agency in consideration of the particular situation of an intersection, it is permitted to use the outer part of the center of the intersection (Article 25(2) of the Road Traffic Act).
- Where the driver of a motor vehicle sends a signal by using the hand, the direction indicators or lights in order to make a right or left-hand turn, the driver of any motor vehicle following the motor vehicle sending the signal shall not impede its passage (Article 25(4) of the Road Traffic Act).
- When intending to drive a motor vehicle through an intersection in which traffic is controlled by a road traffic signal, drivers shall not drive their motor vehicle into the intersection if the traffic in front appears to force him/her to be halted inside the intersection (where a stoppage line is marked, the area over the stoppage line) and (if) it is likely to impede other motor vehicles (Article 25(5) of the Road Traffic Act).
- While entering an intersection where traffic is not controlled but safety signs indicating Stop or Give Way are installed, a driver shall temporarily stop or yield so as not to impede the flow of traffic (Article 25(6) of the Road Traffic Act).

※ Tailgating, cutting in, and violating a stop line in an intersection shall be punished.
· When intending to drive a motor vehicle through an intersection in which traffic is controlled by a signal apparatus, drivers shall drive their motor vehicle into the intersection if the traffic in front of his/her vehicle seems to force him/her to be halted inside the intersection (where a stoppage line is marked, the area over the stoppage line) and (if) it is likely to impede other motor vehicles (Article 25(5) of the Road Traffic Act).
· For the above reason, no driver shall cut in on another motor vehicle that has come to a stop or is slowing down at an intersection (Article 23 and 22(2) of the Road Traffic Act).
