Quarantine measures for infectious diseases
Measures to prevent introduction and spread of quarantinable infectious diseases
- The KDCA commissioner may take all or some of the following measures concerning a confirmed or suspected case or means of transport or cargo contaminated or suspected of being contaminated by the pathogen of a quarantinable infectious disease or being inhabited by vectors of a quarantinable infectious disease to prevent the introduction and spread of quarantinable infectious diseases (Article 15 (1) of the Quarantine Act and Article 4 of the Enforcement Decree of the Quarantine Act).
1. Isolating a patient of a quarantinable infectious disease, etc.
2. Monitoring or quarantining a contact of a patient of a quarantinable infectious disease or a person exposed to risk factors for quarantine infectious disease (The term “person exposed to risk factors for a quarantine infectious disease” refers to a person who has been in the same means of transport with a patient of a quarantinable infectious disease, etc., a person who was in the same space with a patient of a quarantinable infectious disease, etc., or a person who was, at the time, at risk of infection (Article 10 of the Enforcement Rules of the Quarantine Act.))
3. Disinfecting, destructing, or prohibiting the transfer of cargo contaminated with or suspected of being contaminated with the pathogen of a quarantinable infectious disease
4. Disinfecting any place contaminated or suspected of being contaminated with the pathogen of a quarantinable infectious disease and prohibiting or restricting the use of such place
5. Inspecting means of transportation and cargo deemed necessary to confirm whether they are contaminated with the pathogen of a quarantinable infectious disease
6. Ordering the director of a means of transport or the owner or manager of cargo to disinfect the means of transport or the cargo that vectors of infectious diseases are suspected to inhabit or inhabit and eradicate vectors of an infectious disease
7. Medically examining or testing persons deemed necessary to confirm whether they are infected with a quarantinable infectious disease
8. Vaccinating persons for the prevention of a quarantinable infectious disease
※ Sanction for violation: Imprisonment with labor for not more than one year or a fine not exceeding KRW 10 million (Article 39 (1) 3 of the Quarantine Act)
- Where the Commissionerof the Korea Disease Control and Prevention Agency cannot take the aboveproper measures, the Commissioner may notifythe head of the means of transport of the reason and give instructions to return or move to the designated location, and thehead of the relevant means of transport shall comply with such instructions(Article 15(4) of the Quarantine Act).

Preventive measures against nonquarantinable infectious diseases
- The director of the quarantine station shall notify the Special Metropolitan City, Metropolitan City, Special Self-Governing City, Province, and Special Self-Governing Province where a patient of a nonquarantinable infectious disease and a probable patient of a nonquarantinable infectious disease reside, and the director may take the necessary preventive measures, such as medical examinations, testing, and disinfection upon finding any of the following persons while conducting quarantine inspections, and guide the head of the means of transport on how to prevent the infection (Article 20 of the Quarantine Act and Article 16 of the Enforcement Rules of the Quarantine Act).
· A patient of a nonquarantinable infectious disease
· A probable patient of a nonquarantinable infectious disease
· A person who died of a nonquarantinable infectious disease
· A means of transport contaminated or likely to be contaminated with the pathogen of a nonquarantinable infectious disease
