Boarding and embarking prohibited before quarantine
Prohibition and permission of boarding and embarking before issuing quarantine certificate
- Other than public officials in charge of quarantine, everyone shall be prohibited from boarding a ship, aircraft, train, or motor vehicle (hereinafter “means of transport”) subject to a quarantine inspection before a quarantine certificate is issued after completion of the quarantine inspection (main body of Article 13 (1) of the Quarantine Act).
- However, anyone who wants to board because of unavoidable reasons such as piloting shall submit an application form for boarding before quarantine and obtain permission from the director of the quarantine station (proviso to Article 13 (1) of the Quarantine Act and Article 7 (1) of the Enforcement Rules of the Quarantine Act).
- In the following cases, it shall be deemed that permission has been obtained from the director of the quarantine station for boarding and embarking before quarantine (proviso to Article 13 (1) of the Quarantine Act and Article 7 (2) of the Enforcement Rules of the Quarantine Act).
· Where rescuing from an urgent crisis or danger
· Where performing duties concerning the prevention and investigation of crimes or the arrest of suspects
Quarantine inspections of passengers, etc. before quarantine
- Anyone who has boarded a means of transport without any permission from the director of the quarantine station shall undergo a quarantine inspection, and if a person onboard a ship or aircraft with permission from the director of the quarantine station has any symptom of a quarantinable infectious disease or contact with patients of a quarantine infectious disease, etc., the person shall immediately report to the director of the quarantine station (Article 13 (2) and (3) of the Quarantine Act).
- Upon receipt of the above report, the director of the quarantine station shall immediately conduct a quarantine inspection area on whether persons entering or departing from the Republic of Korea are infected with any quarantinable infectious disease and have any risk factors of quarantinable infectious diseases, and their prevention and control (Article 7 (3) of the Enforcement Rules of the Quarantine Act).
Sanction for violation
- A person who boarded and embarked without permission before quarantine shall be subject to an administrative fine of KRW 1 million (Article 41 (2) 3 of the Quarantine Act, Article 9 of the Enforcement Decree of the Quarantine Act, and the attached table).
