Establishment and operation of makeup shops
Hygiene control duties of makeup shop operators
Hygiene control of facilities and equipment
- A makeup shop operator shall keep his/her business-related facilities and equipment hygienic and safe, so as not to cause any harm to the health of their users (Article 4 (1) and (4) of the Public Health Control Act).
· Genuine makeup or care services shall be rendered, which does not utilize any medical appliances or medicines
· Beauty arts appliances shall be kept by dividing them into the sterilized ones and non-sterilized ones, and only one single-use razor shall be used per customer
· Beautician's (makeup) license shall be displayed within the business establishment
Sterilization of makeup beauty arts appliances
- Disinfection criteria and methods for makeup beauty arts appliances are as follows [Subparagraph 2 of Article 4 (4) of the Public Health Control Act, Article 5 and Attached Table 3 of the Enforcement Regulations of the Public Health Control Act and the Disinfection Standards and Methods for Each Barber and Beauty Arts Appliance (Ministry of Health and Welfare Public Notice No. 2021-2, issued and implemented on January 1, 2021)].

Sanctions in case of violation
- A Mayor/Do Governor or the head of a Si/Gun/Gu shall order a makeup shop operator who has violated his/her hygiene control obligations to make an improvement immediately, or within a specified period not exceeding six months (Article 10 (2) of the Public Health Control Act and Article 17 (1) of the Enforcement Regulations of the Public Health Control Act).
- The head of a Si/Gun/Gu may order a makeup shop operator who has violated his/her hygiene control obligations to suspend his/her business, or suspend the use of part of its facilities within a specified period not exceeding six months, or to shut down his/her business establishment (Subparagraph 4 of Article 11 (1) of the Public Health Control Act and Article 17 (1) of the Enforcement Regulations of the Public Health Control Act).
- A person who has failed to comply with his/her obligations for hygiene control in violation of the above shall be subject to an administrative fine not exceeding KRW 2 million (Subparagraph 2 of Article 22 (2) of the Public Health Control Act).
