Establishment and operation of makeup shops
Duty to complete hygiene education
Completion of hygiene education
- A makeup shop operator (including a transferee and successor; the same shall apply hereinafter) shall receive 3 hours of hygiene education from the Korea Make-up Central Association every year [Article 17 (1) of the Public Health Control Act, Article 23 (1) of the Enforcement Regulations of the Public Health Control Act, and Subparagraph 2 of the Designation of Organization to Carry Out Hygiene Education for Public Hygiene Business Operators, etc. (Ministry of Health and Welfare Public Notice No. 2016-139, issued and implemented on August 1, 2016)].
ㆍ However, those who operate or wish to operate makeup shops on islands or remote areas publicly notified by the Minister of Health and Welfare may substitute the hygiene education with learning and utilizing of teaching materials published by the Korea Make-up Central Association (Article 23 (3) and (8) of the Enforcement Regulations of the Public Health Control Act).

- The hygiene education shall provide teaching related to the Public Health Control Act and related regulations, courtesy training (including matters related to hospitality and cleanliness), technical training, and other details necessary to ensure the maintenance of public hygiene (Article 23 (2) of the Enforcement Regulations of the Public Health Control Act).
Designation of a person in charge of public hygiene
- Of the makeup shop operators, those who are not directly engaged in the business or those who conduct business at least in two places, shall designate a person in charge of the affairs regarding public hygiene for each business establishment from among their employees and have such person receive the hygiene education (Article 17 (3) of the Public Health Control Act).
Receipt of certificate for completion of hygiene education
- The president of the Korea Make-up Central Association shall issue a certificate of completion of hygiene education to a person who completes the hygiene education (Former part of Article 23 (9) of the Enforcement Regulations of the Public Health Control Act).
Sanctions in case of violation
- A person who has failed to receive hygiene education in breach of the above shall be subject to an administrative fine not exceeding KRW 2 million (Subparagraph 6 of Article 22 (2) of the Public Health Control Act).
