Hygiene control obligations of skin care salon operators
Hygiene control of facilities and equipment
- A skin care salon operator shall observe the following matters to keep his/her business-related facilities and equipment hygienic and safe, so as not to cause any harm to the health of their users (Article 4(1) and (4) of the Public Health Control Act).
·Genuine skin care services shall be rendered, which does not utilize any medical appliances or medicines
· Beauty arts appliances shall be kept by dividing them into the sterilized ones and non-sterilized ones, and only one single-use razor shall be used per customer
· Beautician's (skin) license shall be displayed within the business establishment
Observance of hygiene control criteria
- A skin care salon operator shall observe the following hygiene control criteria (Article 4(7) of the Public Health Control Act and attached Table 4 No. 4 of the Enforcement Regulations of the Public Health Control Act).
· A skin care salon operator must not conduct mole removal, earlobe piercing, double eyelid surgery, tattooing, chemical peels, or any other similar medical activities.
· A skin care salon operator must not use medical substances that are subject to the Pharmaceutical Affairs Act or medical devices that fall under the Medical Devices Act for management of skin beauty.
· The illumination in the business establishment must be maintained at above 75 lux.
· A skin care salon operator must put the original copies of his/her business registration certificate and beautician’s (skin) license on display inside the business establishment.
· A final price list must be displayed or attached inside the business establishment.
· If the area of the skin care salon that has been reported for the commencement of business is larger than 66 square meters, a final price list must be displayed or attached on the outside where it is easy for customers to see pursuant to the Act on The Management of Outdoor Advertisements, etc. and Promotion of Outdoor Advertisement Industry, in which case the final price list shall be permitted to contain only parts of the items (5 or more).
· If more than 3 types of beauty services have been provided, a user must be given in advance a statement concerning the final prices of individual beauty services and the total amount for the entire beauty services, in which case the beauty arts (skin) business operator must keep a copy of the relevant statement for 1 month.
Sterilization of skin beauty appliances
- Disinfection criteria and methods for skin beauty appliances are as follows [Attached Table 3 of the Enforcement Regulations of the Public Health Control Act and the Disinfection criteria and methods for beauty and barber supplies].
· Before sterilizing beauty appliances, remove any foreign substances, such as hair, that remain on the surface by using a brush or sweeper, and wipe the surface with a cloth or gauze containing antiseptic solution.
· Any appliance that has been smeared with blood or bodily fluid during use need to be washed with running water to remove such blood or bodily fluid before sterilization, and wipe its surface with a disposable cloth or gauze containing antiseptic solution to remove moisture.
· Each customer needs to be provided with a washed towel or robe, and any towel or robe that has been used at least once must be stored in a distinctive container immediately after use.
· It is recommended to wash used towels and robes with detergent, and then dry them after performing either dry heat sterilization, steam sterilization, or hot water sterilization, or alternatively, soak them in a 0.1% sodium hypochlorite solution (effective chlorine concentration of 1000 ppm) for 10 minutes before washing and drying them.
· Discard blood-stained towels and robes
· Store steam towels at a temperature of 80°C or above before use, cool them to a temperature suitable for use, and sterilize them through the same method applied to towels and robes after use.

Assessment of the level of hygiene control and publication of hygiene control rating
· The head of a Si/Gun/Gu shall assess the level of hygiene service of each skin care salon in accordance with the detailed assessment plan for its area of jurisdiction, and notify the relevant skin care salons of their health control ratings as a result of the hygiene service assessment, and publish such ratings (Article 13 and Article 14(1) of the Public Health Control Act and Article 21(1) of the Enforcement Regulations of the Public Health Control Act).

· A skin care salon operator may attach a sign of his/her hygiene control rating at the entrance of his/her business establishment, along with the name of business establishment (Article 14(2) of the Public Health Control Act).
