Duty to complete hygiene education
Completion of hygiene education
- Skin care salonoperators (including transferees and transferors; the same shall apply hereinafter)shall receive hygiene education for 3 hours (forboth online and offline education) every year at the Korea Central Esthetician’sAssociation (www.kocea.org) (Article 17(1) of the Public Health Control Act,Article 23(1) of the Enforcement Regulations of the Public Health Control Act, andsubparagraph 2 of the Designation of Organizations that Provide SanitationEducation for Public Sanitation Business Operators, Etc.).
- A skin care salon operator (including a transferee and successor; the same shall apply hereinafter) shall receive 3 hours of health education from the Korea Central Esthetician’s Association (www.kocea.org) every year [Article 17(1) of the Public Health Control Act, Article 23(1) of the Enforcement Regulations of the Public Health Control Act, and Subparagraph 2 of the Group designation of hygiene education for public health business entities].
· However, those who operate or wish to operate skin care salons on islands or remote areas specified by the Minister of Health and Welfare may substitute the hygiene education with learning and utilizing of teaching materials published by the Korea Central Esthetician’s Association (Article 23(3) and (7) of the Enforcement Regulations of the Public Health Control Act).
- The hygiene education shall provide teaching related to the Public Health Control Act and its relevant statues, courtesy training (including matters related to hospitality and cleanliness), technical training, and other details necessary to ensure the maintenance of public health (Article 23(2) of the Enforcement Regulations of the Public Health Control Act).
Designation of a person in charge of public health
- Of the skin care salon operators, those who are not directly engaged in the business or those who intend to conduct a business at least in two places, shall designate a person in charge of the affairs regarding public health by place of business from among their employees and have such person receive hygiene education (Article 17(3) of the Public Health Control Act).
Receipt of certificate for completion of hygiene education
- A person who completes the hygiene education shall receive a certificate of completion from the president of the Korea Central Esthetician’s Association (Article 23(8) of the Enforcement Regulations of the Public Health Control Act).
Sanctions for violations
- A person who has failed to receive hygiene education shall be subject to an administrative fine not exceeding KRW 2 million (Subparagraph 6 of Article 22(2) of the Public Health Control Act).
