Startup and operation of skin care salons
Completion of hygiene education prior to reporting a business
Prior hygiene education
- A person who intends to file a report for the operation of a skin care salon shall receive hygiene education in advance (Main body of Article 17(2) of the Public Health Control Act).
- The hours and content details of hygiene education shall be as follows (Article 23(1), (2), (3), and (8) of the Enforcement Regulations of the Public Health Control Act).

Teaching materials

Teaching materials published by Korea Central Esthetician’s Association

※ The Minister of Health and Welfare may substitute the means of education or training by distributing teaching materials for those who wish to run business on an island or remote area to allow them to learn and utilize the materials.

- Among those eligible for hygiene education, those who filed suspension of business under Article 8(7) of the Value Added Tax Act may be waived hygiene education from the following year until the business is resumed (Article 23(4) of the Enforcement Rule of the Public Health Control Act)
- However, in the event where those required to receive hygiene education prior to business registration are unable to receive such education in advance due to extenuating circumstances, they may receive the required hygiene education within 6 months after registering the business (A provision of Article 17(2) of the Public Health Control Act and Article 23(5) of the Enforcement Regulations of the Public Health Control Act).
·In case where it is not possible to receive the education due to natural disasters, illnesses, accidents, business trips, etc.
· In case where it is impossible to receive the education in advance due to circumstances of the organization responsible for providing such education
Designation of a person in charge of public health
- Any of the following persons among those who are subject to hygiene education shall designate a person in charge of the affairs regarding public health by place of business from among their employees and have such person receive the hygiene education (Article 17(3) of Public Health Control Act).
· A person who has not been directly engaged in the business, or
· A person who conducts business in more than two places
Receipt of a certificate for completion of hygiene education
- A person who completes hygiene education shall receive a certificate of completion from the president of the Korea Central Esthetician’s Association (Former part of Article 23(8) of the Enforcement Regulations of the Public Health Control Act).
