Reporting on completion of factory establishment and others
- Anyone who has obtained approval for constructing a new factory, or extending an existing one, or altering the industry type of a factory, the construction area of which is at least 500 square meters completes construction of the factory, or anyone who has obtained approval for installation of manufacturing facilities (including those who are deemed to have obtained approval for installation of manufacturing facilities) completes the installation of manufacturing facilities, such as machinery and devices that form the product manufacturing process, and auxiliary facilities thereof, the person shall report the completion of the factory establishment, etc. to the Special City Mayor, Metropolitan City Mayor, Special Self-Governing City Mayor, or the head of a Si/Gun/Gu (Main body of Article 15(1) of the Industrial Cluster Development and Factory Establishment Act).

Registration of factory
- When the Special City Mayor, Metropolitan City Mayor, Special Self-Governing City Mayor, the head of a Si/Gun/Gu or a management agency, shall, upon reception of a report on the completion of the establishment of a factory and others, register the said report to a factory registration ledger. The owner or occupant of the factory other than that subject to approval of factory establishment and others may apply for its registration. Where the person who has obtained approval for the factory establishment and others intends to partially operate the factory before its construction is fully completed, he shall apply for registration of the factory (Article 16 of the Industrial Cluster Development and Factory Establishment Act).
Registration of factory building
- Anyone who has obtained approval for use of a factory building may file an application for its registration to the head of the relevant Si/Gun/Gu or a management agency before the installation of manufacturing facilities and others. If the head of the Si/Gun/Gu or the management agency, upon the reception of the application, register the relevant factory building in the factory registration ledger (Article 16-2.(1) and 16-2.(2) of the 「Industrial Cluster Development and Factory Establishment Act」).
