Support for home care allowance
- The State and a local government may provide child home care allowances for infants and young children who do not use child care centers or kindergartens in consideration of the age of infants and young children (Article 34-2 (1) of the Child Care Act).
- Provided, That if an infant or young child stays overseas for at least 90 days, the State and local governments shall suspend the provision of a child home-care allowance during such period (Article 34-2 (3) of the Child Care Act).
· In such cases, the Minister of Health and Welfare and the head of a local government shall clarify the reason in writing and notify the infant’s or young child’s guardian of such fact (Article 34-2 (4) of the Child Care Act).
Support for home care allowance
Support target
- Infants and young children who are raised at home without using child care centers, kindergartens (including special schools), full-time child care services, etc. can receive child care allowances (Ministry of Health and Welfare, Page 365 of 2023 Second Half Guidelines for Child Care Project, July).
· The care allowance for children with disabilities is provided to infants and young children who meet the above requirements and registered with disabilities, and the rural child care allowance is provided to infants and young children who meet the above requirements to support farming and fishing villages.
·With the introduction of parent benefits, a child born in and after 2022 will receive child benefits after becoming the age of two.
Support amount
- According to the age of the child, KRW 100,000 to 200,000 per month will be provided as follows (Page 365 of 2023 Second Half Guidelines for Child Care Project).

Application for home care allowance
- Guardians of infants shall submit the following documents (including electronic documents) to the Mayor of the competent Special Self-Governing City, the Governor of the Special Self-Governing Province, and the head of the Si/Gun/Gu. In such cases, when the Mayor of a Special Self-Governing City, the Governor of a Special Self-Governing Province, or the head of a Si/Gun/Gu who is not under his/her jurisdiction receives the application documents, he/she shall transfer the relevant documents without delay to the competent Special Self-Governing City Mayor, the Governor of a Special Self-Governing Province, and the head of a Si/Gun/Gu (Article 34-4 (1) of the Child Care Act and Article 35-6 (1) of the Enforcement Rules of the Child Care Act).
