Ship quarantine inspection and measures
Submitting documents necessary for ship quarantine inspection
- The head of a ship who intends to undergo a ship quarantine inspection shall submit the documents necessary for such quarantine inspection to the director of the quarantine station (formerly part of Article 12-4 (1) of the Quarantine Act and Article 6-5 (1) of the Enforcement Rules of the Quarantine Act).
· List of crew members and passengers
· A questionnaire on health status (Where there is an unavoidable reason that persons entering or departing from the Republic of Korea is unable to prepare it himself or herself, his or her legal representative or the head of the means of transportation shall prepare and submit it on behalf of him or her.)
· Ship health status report
· Other documents requested by the director of the quarantine station for quarantine inspection
- In such cases, the head of a ship shall fly a yellow flag or turn on a yellow headlight to indicate the quarantine status after arriving at the place for quarantine (latter part of Article 12-4 (1) of the Quarantine Act).
Requesting submission or presentation of documents
- In requesting the head of a ship to submit documents, the director of the quarantine station may require the representative of a shipping agency registered (under Article 33 of the Marine Transportation Act) to submit or present the relevant documents before the ship arrives (Article 12-4 (2) of the Quarantine Act).
Document and boarding quarantine
- If the director of the quarantine station determines that a quarantinable infectious disease is unlikely to spread in the Republic of Korea by reviewing the documents submitted, the director may conduct a quarantine inspection through document review (The main body of Article 12-4 (3) of the Quarantine Act).
- Provided, the director shall conduct a quarantine inspection onboard the ship if there is a high risk of spread of a quarantinable infectious disease (Proviso to Article 12-4 (3) of the Quarantine Act and Article 6-5 (2) of the Enforcement Rules of the Quarantine Act).
· Where he or she notifies the director of the quarantine station of the following matters or submits a health status report
√ Where a patient of a quarantinable infectious disease, etc. has occurred or is suspected of occurring in the ship
√ Where there is a deceased case in the ship
√ Where a vector of infectious diseases is inhabited or a trace of inhabitation is present in the ship
· Where the maximum incubation period for quarantine infectious diseases has not elapsed after departure from the strict quarantine inspection required area
· Where there was a shift of crew members within the maximum incubation period of quarantine infectious diseases in quarantine inspection required area before entering the port
· Where he or she fails to have a ship sanitation certificate and a ship sanitation control exemption certificate prepared in accordance with the IHR, enters the port after the period of validity expires, or fails to comply with the measures taken by the director of the quarantine station at the previous departure
· Other cases where the director of the quarantine station deems it necessary to conduct a quarantine inspection on board
Ship health and sanitation control
- For the confirmation of submitted documents and health and sanitation control, the director of the quarantine station may conduct a health and sanitation inspection equivalent to a quarantine inspection from among ships that have completed a quarantine inspection by document inspection (Article 12-4 (5) of the Quarantine Act and Article 6-5 (3) of the Enforcement Rules of the Quarantine Act).
Necessary measures, including requarantine
- If any information contained in the documents submitted by the head of a ship is found to be false, the necessary measures, including requarantine, shall be taken for the following matters (Article 12-4 (6) of the Quarantine Act and Article 6-5 (4) of the Enforcement Rules of the Quarantine Act).
· Progress and current status of health and sanitary conditions of the ship and cargo
· Whether persons entering or departing from the Republic of Korea are infected with any quarantinable infectious disease and have any risk factors of quarantinable infectious diseases, and the prevention and control thereof
· Food storage status in a ship
· Whether vectors for infectious diseases inhabit and their breeding status
