Immigration Quarantine
Duty to report health conditions of persons entering or departing from the Republic of Korea and measures
Duty to report stay or transit, health status, etc. in quarantine inspection required area
- Any of the following persons shall fill out the “Quarantine Inspection Required Areas Travel History Declaration Form” (Attached Form 4-2 of the Enforcement Rules of the Quarantine Act) and report his or her health conditions and other relevant matters to the director of the quarantine station if the maximum incubation period for a quarantinable infectious disease has not expired since his or her departure from a quarantine inspection required area or strict quarantine inspection required area (Article 12-2 (1) of the Quarantine Act and Article 6-2 (1) of the Enforcement Rules of the Quarantine Act).
· A person who resides in a quarantine control area or enters the Republic of Korea via such area and has symptoms that may be suspected of a quarantine infection
· A person who stays in a strict quarantine inspection required area or enters Korea via such area
※ Sanction for violation: A fine of KRW 7 million will be imposed if a person fails to report his or her stay or transit status in a quarantine control area or falsely reports his or her health status (Article 41 (1) 1 of the Quarantine Act, Article 9 of the Enforcement Decree of the Quarantine Act, and the attached table).
The maximum incubation period of quarantine infectious diseases (Article 14-3 of the Enforcement Rules of the Quarantine Act)
1. Cholera: 5 days
2. Pest: 6 days
3. Yellow fever: 6 days
4. Severe acute respiratory syndrome (SARS): 10 days
5. Animal influenza human infection: 10 days
6. Middle East respiratory syndrome (MERS): 14 days
7. Ebola virus: 21 days
8. Novel influenza: Maximum incubation period determined by the quarantine advisory committeeㅍ
9. An infectious disease other than 1-8, deemed necessary for emergency quarantine measures by the KDCA commissioner because it is feared to enter the country from a foreign country or spread into a foreign country because of an outbreak in Korea: Maximum incubation period determined by the quarantine advisory committee
* Maximum incubation period: Polio (21 days) and COVID-19 (14 days)
- In any of the following cases, the above declaration shall be deemed to have been submitted (Article 6-2 (2) of the Enforcement Rules of the Quarantine Act).
· Where a questionnaire on health conditions (Article 6-4 (1) 3 or 6-5 (1) 2 of the Enforcement Rules of the Quarantine Act) is submitted to the director of the quarantine station
· Where a doctor has been assigned to a ship and the captain has submitted a list of crew members and passengers (Article 6-5 (1) 1 of the Enforcement Rules of the Quarantine Act) to the director of the quarantine station
Quarantine measures for the person who reported
- If the director of the quarantine station determines that a quarantinable infectious disease is likely to spread, the director may take the following measures concerning a person who reports (Article 12-2 (3) of the Quarantine Act and Article 6-3 (4) of the Enforcement Rules of the Quarantine Act).
· Requesting information about the area and duration of his or her travel
· Requesting information about his or her health conditions concerning the quarantinable infectious disease
· Requesting a document certifying that he or she is vaccinated
· Testing and examining the person to check if he or she is infected with the quarantinable infectious disease
· Other measures necessary to prevent the spread of quarantine infectious diseases, such as requesting information on persons, animals, and plants in contact with quarantine control areas
※ Sanction for violation: Violators of the above action will be fined KRW 2 million (Article 41 (2) 2-2 of the Quarantine Act, Article 9 of the Enforcement Decree of the Quarantine Act, and the attached table).
- If a quarantinable infectious disease that has broken out in the Republic of Korea is likely to spread overseas, a person having a suspected symptom of the quarantinable infectious disease among those who go abroad shall report his or her health conditions and other relevant matters to the overseas infectious disease reporting center. In such cases, the director of the quarantine station may take the measures provided above concerning the person who reports his or her health conditions and other relevant matters (Article 12-2 (4) of the Quarantine Act).
