What is “immigration quarantine”?
- “Immigration quarantine” refers to a series of activities to prevent contagious diseases, such as inspections, isolation, quarantine of persons, aircraft, ships, motor vehicles, and cargo entering or leaving the Republic of Korea from airports, ports, etc. to maintain and protect public health by preventing the spread of infectious diseases locally and overseas (Article 1 of the Quarantine Act).

Preventing the spread of infectious diseases within the Republic of Korea and overseas
Responsibilities of the State
- The State shall protect human rights during the provision of quarantine services and establish countermeasures to promptly cope with the spread of quarantinable infectious diseases in the Republic of Korea and overseas (Article 3 of the Quarantine Act).
- The Korea Disease Control and Prevention Agency (KDCA) Commissioner shall establish and implement a quarantine control master plan every five years following deliberation by the quarantine advisory committee, and this plan includes the basic objectives of quarantine and direction of implementation, quarantine business plans and methods of implementation, measures for the management of quarantine statistics and information, measures for strengthening the education and capabilities of quarantine officials, and other matters necessary for quarantine control (Article 4-2 (1) and (2) of the Quarantine Act).
Rights and Obligations of Citizens
- Citizens have the right to know information about the outbreaks, prevention and control of quarantinable infectious diseases and how to deal with them, and the quarantinable infectious diseases (Article 3-2 (1) of the Quarantine Act).
- Citizens, if quarantined or isolated because of quarantinable infectious diseases, can be compensated for any damage caused by such quarantine or isolation (Article 3-2 (2) of the Quarantine Act).
- Citizens shall fully cooperate with the State or a local government in its policies to prevent the spread of quarantinable infectious diseases in the Republic of Korea and overseas (Article 3-2 (3) of the Quarantine Act).
